Q: What's the difference?

A: Legacy Edition contains Call of Duty: Modern Warfare Remastered which features 10 Multi-Player maps from the original Call of Duty: Modern Warfare game.

Q: Is Modern Warfare Remastered on the Legacy disk?

A: No. The Access Code will be contained within the box. You will need the Legacy Disc inserted to play Modern Warfare Remastered. Activision have stated this is strictly a limited edition and unlikely to get a rebuild after launch day.
